Sub-sector: Finance.
Mandate:
Finance department is responsible for:
• Formation and integration of the Town council budget.
• Book keeping, financial management. And accountability.
• Supervision and collection of local revenue
• Compilation of Final accounts
• Advisory role on financial matters.
• Financial reporting
• Follow up of central Government releases.
• Disbursement of funds.
• Achievements:
• The department has been able to achieve the following:
• Financial reporting and accountability was done timely.
• Training of treasurer in CPA and B.COM respectively is on going.

Challenges.
• Poor attitude of tax payers has caused inadequate local revenue which affected the funding of
other sectors.
• Wrong perception of business community especially on new taxes like hotel tax, property rates
and local service tax.
• Poor performance of major revenue sources.
• Under developed market and parks (taxi and bus)
• Delay in contract award by the contracts committee.
• Delay of accounting for advances affects our book keeping.

Tax avoidance loopholes especially in Hotel tax and property rates
• Low revenue base.
• Low house hold income and poor business management by the community resulting into poor
revenue collections.
